MANAGEMENT AND OPERATION OF THE COTABATO FOUNDATION COLLEGE OF SCIENCE AND TECHNOLOGY INCOME GENERATING PROJECT (IGP’s) INTRODUCTION The Cotabato Foundation College of Science and Technology has its income generating projects. The projects are utilized for the development of practical skills for student as well as for faculty and students researches. The CFCST IGP’s objectives are as follows; 1. Develop profit oriented project to generate local funds to augment the general fund of the college. 2. To provide apprentice training enrolled in the four year course or special course 3. To catalyze and complement the instructional, research, extension and development program of the college; 4. To provide production, processing and marketing models for farmers and other clients; 5. To develop projects that serve as “show window” for students, visitors and farmer; 6. To develop quality products like cereals, vegetable, meat, fruits and milk to faculty, staff and student with subsidized prices; 7. To assist in the livelihood program of the government. ORGANIZATIONAL STRUCTURE OF CFCSR-IGP’s The organizational structure shows the different levels of personnel. The top management is composed of the College President as program administrator and same chairman of the production council. The director is directly responsible to the production council pertains to the operation and management of CFCST IGP’s. The directors are committed to perform the following responsibilities. 1. Administers the disbursement of the CFCST IGP’s funds and oversee the implementation of all development plans approved by the production council;2. Prepares and submits quality, semi-annual reports (accomplishments financial, etc.) to the President;3. Schedule highlights meeting with the president or production council;4. Act as chairman of the project management committee;5. Direct and/or supervise the allocation and use of CFCST land resources;6. Coordinates with other unit of the college regarding production;7. Recommends to the college president appointment of support staff, project-in-charge and division manager; 8. Determined price adjustment based on prevailing market condition;9. Recommends termination of project – in – charge; and10. Perform other function as mandated by the higher authority. PRODUCTION COUNCIL The production council is the governing body charge with the foundation of production policies and development of strategies. The council recommend to the CFCST Board of Trustees the plans and budget of CFCST IGP’s. it is composed of a chairman, vice chairman, secretary and eight members. The compositions are the college officials whose duties are directly involved in the operation of CFCST IGP’s, viz., chairman is the college president, vice chairman is the vice president for administration and land development, secretary is the director of IGP’s. the members are: clean of college of agriculture, director of general services, director of research and extension, in-charge of planning and development, budget officer, chief accountant, market analyst and chief security force. DIVISION CHAIRMAN 1. To assume direct responsibility of the overall supervision and administration of the division’s components to achieve established target with optimum efficiency;2. To implement specific policies and procedures and serve the managerial echelon;3. To draw comprehensive farm plan and budget of the project under his supervision and prepare production performance report and other that maybe needed by top management;4. To conduct periodic checks reviews of records information of projects with his jurisdiction;5. To initiate planning, better resource allocation and utilization and improvement of system and procedure for greater efficiency in production;6. To attend management meetings as maybe required;7. To submit regular/progress reports to the program director;8. To recommend the dismissal/termination of service of project personnel after consolation and investigation if any case; and 9. To perform other duties as maybe required by upper management. PROJECT IN-CHARGE The project in-charge is directly responsible in the operation of the project. The project in-charge plans and implements production activities, keeps records of transaction and directly supervises the jobs in the project. He/she in-charge to perform the fallowing: 1. To assume direct responsibility, liability and accountability of project operations and administration;2. To plan, organize, direct, control , motives train and effectively communicate with project personnel;3. To implement approve organizational plans, directives and other instructions of the division chairman/program director;4. to prepare the necessary farm plan and budget, including specific studies for improvement and/or expansion;5. To accomplish and evaluation production performance and financial record against a set of objectives and standards and make recommendations thereof;6. To continuously develop ways and means of carrying out task more efficiently and effectively;7. To conduct regular monitoring of project status, check up tools and equipment and keep the division manager informed of all events, circumstances and developments within the project;8. To maintain discipline of project personnel;9. To keep and maintain farm records and submit regular reports to the division manager; and10. To perform other functions and duties as maybe required by upper management. MANAGEMENT COMMITTEE The management committee is the planning arm of the college IPG’s composed of the director as chairman, the division chairman, market analyst, college veterinarian and project in-charge as members. The committee meets once a month or as after as necessary to perform the following functions: 1. Prepare a general development plan and budget for the project and submits to the production council;2. Assess and evaluate efficiency of operations and recommends remedial measures;3. prepare quality and annual reports of operation and other reports needed by the production council;4. Implements guidelines/policies governing CFCST IGP’s; and 5. Prepare calendar of operation of all projects. TECHNICAL SUPPORT SERVICES The technical support services include the market analyst, college veterinarian and market coordinator. The market analyst performs the following function. 1. To collect and collate market information (prices, supply, demand, competitors, etc.) on CFCST IGP’s products and submit the same to the IGP’s director; 2. To act as liaison between CFCST IGP’s and input dealers and product outlets; 3. To recommend to the director policies on how to improve marketing efficiency;4. Evaluate financial statement and conduct business productivity analysis; and 5. To perform other function as requested by the IGP’s director. COLLEGE VETERINARIAN The college veterinarian performs the following important function: 1. Conduct quarantine measures to protect the general welfare of the animals in the college;2. Supervise health conditions in the different animal project of the college;3. Coordinate with the provincial veterinarians office regarding its program on animal health implement the same in the college; and 4. Perform other duties as maybe required by upper management. THE MARKET COORDENATOR HAS THE FOLLOWING FUNCTION: 1. To regularly analyze the market situations as a guide to cropping pattern or production plan of the college;2. To devise strategies in the marketing of IGP’s products;3. Update prices of commodities disposed at the central market for sale or contract buying; and 4. Committee member as headed by the director in date mining minimum bid for product sold at public auction. SUPPORT STAFF These include the clerk, utility worker and farm guard which provide assistance to the IGP’s director in the management of the unit. CENTRAL MARKETING Is responsible for the deposal of IGP’s which are handled by a cashier, storekeeper and market aide. GENERAL GUIDELINES AND POLICIES OPERATIONAL CONCEPT 1. Proposed project including its farm plan and should be submitted to the CFCST IGP’s management committee for evaluation and production council for disposition2. Project in-charge prepare for a one year plan and budget to be evaluated by the division chairman and same submit to the director a consolidated work plan and budget for he division3. The project management committee shall review, revise and/ or consolidate individuals project proposals and formulate a general plan and budget for CFCST IGP’s and submit to the production council for approval4. All approved projects shall be provided initial capital for its operations.5. No project shall be implemented without an approved farm and budget6. Procurement of inputs, supplies and materials and equipment shall be the function of the IGP’s management. Purchases shall be in accordance with the government accounting and auditing rules7. Issuance of inputs in accordance with the approved farm plan and budget8. Record keeping shall be enforced to all project in-charge using the prescribed forms 9. Custom hiring of farm machinery shall be allowed only if and when there is no available farm machinery in the college. A request in this regard must be approved by the division chairman, copy furnished the program director10. In case the project incurs net losses from the past operating due to negligence and/or mis-management, the project in-charge shall be made directly answerable by requiring that such losses be covered first from the current income. He shall also be banned from assuming any project managerial supervisory position in the college if he/she has incurred losses for two consecutive production cycle (every 6 months for non-seasonal project or two cropping seasons for rice, corn crops) 11. In case of critical activities where there is labor storage, pooling of manpower within division or inter division shall be done with the approval of the program director. Hiring of contractual labor is allowed under this situation.12. All IGP’s personnel shall be issued an appointment/designation. An academic faculty participating in IGP’s activities shall receive a corresponding equivalent teaching load based on approved guidelines. The term of office of a project in-charge shall year. MARKETING FARM PRODUCTS Establishment of a central marketing system is very vital for proper recording and safety in disposal of products. All products should be sold at the central market. However, on a case to case basis, project in-charge may dispose their product at the project site with the presents of the college inspectors in central market representative. The product will only be released to the buyer upon presentation of CFCST IGP’s official receipts. Bulky product such as rubber cuplumps, corn, palay, banana etc. shall be disposed at the project sites in the presence of the project in-charge and representative from the central market and Internal Control Unit (ICU) of college. Live animal ( Carabao, cattle, goat, sheep and hogs) are sold with a letter of intent approved by the president. Products like seedlings which is not sold daily, the project in-charge should notify the market coordinator or the central market storekeeper of the availability of stock for sale indicating their corresponding price. Product sold in volume should pass through a public bidding where the project in-charge should notify the market coordinator for its disposal. The higher bidder shall be winner. INCENTIVE SYSTEM Out of the objectives in structuring and directing the income generating projects (IGP’S) of the college is democratization, to the extent possible of giving opportunities to staff and faculty alike who can contribute to the college’s productivity/entrepreneurial capabilities. The management and labor force shall consciously plan and implement cost-saving efficiency improving measures in the project to further improve its performance particularly if they have direct bearing on the amount of benefits that can be derived from the project. What is envisioned then is to share benefits to all faculty and staff, support personnel/ offices directly contributing to productivity and or efficiency of all IGP’s. to effect this scheme, on beneficiaries of the net income of this projects shall only share certain percentage as stipulated in the provisions of this incentive scheme. COVERAGE All projects under CFCST IGP’s shall be included is this incentive system. A monthly office incentives shall be given to those directly involved in the operation of the CFCST IGP’s subject to the availability of local funds. The CFCST IGP’s is entitled to a monthly honorarium of P 2,000.00. division chairman is each entitled to a monthly honorarium of P 700.00 provided that he/she has satisfied the normal load. A ten percent ( 10%) of the net profit from its project which has a ROI of not less than 10% well be allocated for the project in-charge but not to exceed P10,000.00 per production year and for the project laborers 5% but not to exceed P 5,000.00 each per production year. The member of CFCST production council is entitled to P200.00 honorarium per meeting. The chairman is entitled to P400.00 honorarium per meeting. Regular meeting are being scheduled by the council and as many special meetings as deemed necessary. A year-end incentive shall be given to CFCST production council members and staff directly involved in the production subject to the income performance of the project. In case of the production staff, shall not exceed 10% of the amount generated above the target income. |
